Windows 11 23H2 (OS Build 22631.4460) - Cannot update - Error code 0x80004002

Hi.
I came across this forum and was surprised by the amount of work you guys do to help us poor folks who got stuck with these weird Windows Update issues.
I am part of a company's internal IT team. We are managing all Windows devices with Intune with Autopatch. Since November, around 140 devices (out of 400) have stopped receiving cumulative updates. I couldn't find the root cause, and I opened multiple tickets to Microsoft, but never received any real solution.
Here's the summary of errors I could see:
74 devices with error “ClientUpdateAlert: DownloadIssue” | error code 0x80004002
1 device with an error “ClientUpdateAlert: InstallIssue “ | error code 0x8007007e
4 devices with an error “ClientUpdateAlert: DownloadIssue” | error code 0x800700c1
1 device with an error “ClientUpdateAlert: WUFileCorruption” | error code 0x80070570
3 devices with no errors/error codes but with ClientState set to “Failed”
14 devices with no errors/error codes but with ClientState set to “Cancelled”
7 devices with an alert “ClientUpdateAlert: DeviceDiagnosticDataNotReceived.”

I see you provide help for one device per post, but I wonder if I could do anything (even by myself) to have a solution for all these devices.
I am attaching logs for one device with this error: 0x80004002

sfc /scannow returns: “Windows Resource Protection could not start the repair service”
DISM /Online /Cleanup-Image /RestoreHealth fails to launch with error: 0x80004002 – E_NOINTERFACE
Attempted to upgrade with ISO, Windows 11 Installer tool, Reset this PC (internal Windows tool)

Farbar Recovery Scan Tool and save it to your Desktop:

Download the 64 bit version: - Farbar Recovery Scan Tool Link
  • Download the attachment fixlist.txt and save it to your desktop.
  • Right-click on FRST.exe and select "Run as administrator".
  • Press the Fix button.
  • If for some reason the tool needs a restart, please make sure you let the system restart normally.
  • When finished, a log called Fixlog.txt will appear in the same directory the tool is run from.
  • Post the logfile Fixlog.txt as attachment in your next reply.

Warning: This fix was written specifically for this system. Do not run this fix on another system.
  • Save any work you have open, and close all programs.
  • Download the attachment SFCFix.zip and save it to your desktop.
  • Drag the SFCFix.zip file over the SFCFix.exe executable and release it.

  • SFCFix will launch, let it complete.
  • Once done, a file will appear on your desktop, called SFCFix.txt.
  • Post the logfile (SFCFix.txt) as attachment in your next reply.


Step 2. Run the following DISM command and post the result. If it fails attach a new copy of the CBS log.
