Windows 11 2023-08 Cumulative Update failing to install with error 0x800f0991

I have a Windows 11 22H2 machine where the 2023-08 Cumulative Update (KB5029263) is failing to install with error 0x800f0991. The machine in question has updates installed up to the 2023-07 Cumulative Updates. SFC (scannow) and DISM (ScanHealth) are both coming back clean. I've attached both the CBS and DISM logs that were produced when the update installation was attempted. Before this attempt was made I also cleared the SoftwareDistribution in the event that the update had possibly downloaded with a corruption.

There are numerous references in the log file for error "Hydration failed with error NTSTATUS_FROM_WIN32(ERROR_INVALID_DATA)" for a number of different components. I've seen a few forum posts (not Sysnative) where the OP was able to successfully install the respective update by removing the offending component, then after the update they were able to re-install the component without issue, and subsequent updates installed fine too. I've not tried this as I am not able to match the component to be uninstalled, as well as it being a significant number of components that are erroring; I'm hoping there is a common cause or issue.

An update... I see the following entries in the System logs for the period of time when the Windows Update installation is being attempted.

Working on the avenue of "what components are installed on my machine", I then received a DISM related error of "Class not registered" from "Get-WindowsOptionalFeature -Online".
