We cannot install any Windows updates. When looking at previously installed updates, it lists Feature update 22H2 installed three separate times but when looking at WinVer it states the system is running 21H2. Updates attempts to install but ends with the error 0x800700c1. SFC scan has been run several times and always has detections that it cannot repair. DISM errors out at 20% stating error 193 %1 is not a valid Win32 application. We've also attempted to re-register windows update components dll's, but it didn't help. I've attached the CBS and ComponentScanner logs. Any help is greatly appreciated.

That's amazing what you're able to do! That last fix seems to have worked and the DISM command finished successfully. I've ran Windows update and it was able to install several updates. I attached the SFCFix log. Thanks a ton!
