Windows 10 update failure - 0x80073701, STATUS_SXS_ASSEMBLY_MISSING and ERROR_SXS_ASSEMBLY_MISSING error messages

I am receiving the 0x80073701 and ERROR_SXS_ASSEMBLY_MISSING error messages when initiating Windows 10 updates.

- I have completed these commands / steps:
sfc /scannow (states no errors upon completion)
dism /Online /cleanup-image /ScanHealth is fine (states no errors upon completion)
chkdsk c: /f (states no errors upon completion)
dism /Online /cleanup-image /RestoreHealth (completed successfully)
Reset the Windows update folder.

None of the above helped alone or together. No Windows update will be installed.

May anyone help me with this matter?

Is this Windows 10 build 1809, and is there any particular reason it hasn't been upgraded to 1909?
To show the Windows build information, right click on the start button, then choose run. In the run box type 'winver' without the quotes and then click OK.

When completing the 'winver' command, a window displaying 'Version 1803 (OS Build 17134.829)' among other information is shown.

I don't know why it hasn't been upgraded.

I ran the updater as specified and retrieved the SetupAct.log, zipped and attached it to this post.

The log was redacted for security purposes before I zipped it.

Making USB installation media using the Media Creation Tool didn't work. It seems that the process for creating the USB installation system timed out with no apparent error code was returned.

Looks like Setup is unable to write the boot sector.
May I ask what make and model this computer is?

I'd like to verify disk health, just in case.

Follow the instructions below to test your hard drive health with GSmartControl:

• Download GSmartControl and save it on your Desktop;
• Extract the content of the GSmartControl .zip archive and execute gsmartcontrol.exe; To extract you can right-click your mouse on the GSmartControl.zip file and select Extract.
• Identify your drive in the list, and double-click on it to bring up it's window (usually you'll find your drive by it's size or it's brand name);
• Go in the Perform Tests tab, then select Extended Self-test in the Test type drop-down list and click on Execute (this test can take a few hours to complete);
