Windows 10 update fails with error 0x80073712; DLLs missing from system32\dism

In December, my system updated to Windows 10 1903 - KB4530684. It only came to my attention at the beginning of this month that there has been no successful update since (the first failure recorded in update history was on 14th January).

dism /online /cleanup-image /restorehealth
fails after reaching 4.5% with Error: 14098.
The first two warnings in dism.log relate to missing dll's
C:\WINDOWS\system32\Dism\SiloedPackageProvider.dll
C:\WINDOWS\system32\Dism\MetaDeployProvider.dll
(See files DISM_Missing.txt and dism log.zip.)

sfc/scannow
reports Windows Resource Protection could not perform the requested operation

When I ran SFCFix it produced this log file:

I have run sfc and dism repeatedly, including after a clean boot and in save mode, to no apparent effect.
chkdsk /R reported no errors.

GSmartControl
Follow the instructions below to check your SMART status with GSmartControl:


  • Download the portable version of GSmartControl and save it on your Desktop;
  • Extract the zip file to your Desktop. Open the folder gsmartcontrol-1.1.3-win32 which should be located on your Desktop and double-click gsmartcontrol.exe to launch the program.
  • Identify your drive in the list (if recognized by the tool), and hover your mouse over it.
  • You should see something called: SMART status. It will either read: Enabled, in which case you should do the following:
  • Double-click on it to bring up its window (usually you'll find your drive by its size or its brand name);
  • Go to the Self-Tests tab, then select Extended Self-test in the Test type drop-down list and click on Execute (this test can take a few hours to complete);
  • Once the test is over, the results will be displayed at the bottom of the window. Please copy and paste these results in your next reply or take a screenshot;
  • Also, go in the Attributes tab and if you have any entries highlighted in red or pink, take a screenshot of the GSmartControl window and attach it in your next reply;
  • Please note: If the SMART Status reads: Unsupported, stop and let me know.

The system is by Mesh Computers, AMD A4-5300 APU with Radeon HD 7480D Graphics, originally with Windows 7, upgraded to Windows 10 by Microsoft over broadband several years ago.
