[SOLVED] Windows 10 Update Fails from Windows 7

Hello, I'm having a heck of a time attempting to update my machine from Windows 7 using the Windows 10 download tool.
After several minutes of installation, the process rolls back and I get the following error:

I tried updating Windows 7 as well as the BIOS but neither helped. (For some reason I am unable to install security rollup KB4534310)
I ran the DISM tool (as administator) and sfc /scannow but that did not work.
I ran what I believe to be the most recent SURT.exe and while it said it performed an extraction, it appeared to install nothing. It did produced the following CheckSur.log though:

I thought I might manually locate the missing repair packages, but I just couldn't figure that out, and I realize I'm now in over my head.

Here is my system info:

I do not have any anti-virus software installed and Windows Defender is disabled. My boot is clean with the exception of Chrome.

Any help would be greatly appreciated!

Step 1:
WARNING! The following fix is specific to the user's system in this thread only. No one else should follow these instructions, as it could damage your system.

Download

SFCFix and move the executable to your desktop.
Download the attachment SFCFix.zip and save it on your desktop.
Save any work you have open, and close all programs.
Drag the SFCFix.zip file over the SFCFix.exe executable and release it.
SFCFix will launch, let it complete.
Once done, a file will appear on your desktop, called SFCFix.txt.
Open the file, then copy and paste its content in your next reply.

Step 2:
Follow the instructions below to run a scan with the System Update Readiness Tool (SURT) and provide a log.

Download SURT for your system. (Windows 7 SP1 x64)
Once downloaded, execute the installer, and go through the installation (this process can take around 15-20 minutes).
On completion, a log will be created in C:\Windows\Logs\CBS\CheckSUR.log.
Attach this log to your next reply.

Export registry as hive

Click on the Start button and in the search box, type regedit
When you see regedit on the list, right-click on it and select Run as administrator.
When regedit opens, using the left pane, navigate to the following registry key and select it by clicking on it once.

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing
Once selected, click File > Export....
Change the Save as type: to Registry Hive Files (*.*).
Name this file ComponentBasedServicing (with no file extension) and save it to your Desktop.
Right-click on the saved file and choose Send To -> Compressed (zipped) Folder.
Attach the .ZIP file to your next post.

Step 1:

Something doesn't appear to be taking.

Peter, I don't know if it matters but when I execute the SURT download (windows6.1-kb947821-v34-x64_cc4a605bcda8288af75983312e8fb25367e98fdd.msu) the first thing I get is a dialog box asking me "Do you want to install the following Windows software update? Hotfix for windows (KB947821)" and I choose "Yes". Then it installs for several minutes.

FRST Registry Search

Click the Start button and choose Control Panel.
In the upper right corner ensure the View by: is set to Category.
Select the Programs group.
Click the Turn Windows features on or off link. This will bring up the Server Manager or Windows Features dialog.
Note: This loads your components hive which is what we want. Please keep this dialog open while you perform the remaining steps. You can minimize it if you wish but keep it open.
Right-click on the file FRST64.exe and choose Run as administrator.
Copy and paste KB3035583 into the Search box and click the Search Registry button.
When the scan is complete, a message will display that 'SearchReg.txt' is saved in the same folder FRST was started from. Notepad will open this file also. Close Notepad and attach the file 'SearchReg.txt' to your next reply.
You may close any remaining open windows now.

FRST File Search

Right-click on the file FRST64.exe and choose Run as administrator.
Copy and paste C:\Windows\servicing\packages\KB3035583*.* into the Search box and click the Search Files button.
When the scan is complete, a message will display that 'Search.txt' is saved in the same folder FRST was started from. Notepad will open this file also.
Close Notepad and attach the file 'Search.txt' to your next reply.
