Had a power outage and when back online, most of my apps will start in Windows 10 (eg. Edge, Quicken, Outlook, OneNote, etc.). Get a "This App Can't Run on Your PC" message. I have done a virus check and systems check at the boot level, no issues reported. Cannot do anything from the command prompt after normal boot - get a "cmd.exe - Bad Image" message and then tells me I am not authorized when trying to run anything. Booted in Safe Mode and ran SFX. Registry errors noted but said couldn't fix. Ran SFXFix. Report said no errors found.
Also, strangely, the Power option in the start menu is unresponsive.
