Windows 10 sound level is random

Has anybody come across playing a video at one level with the sound increasing to the point of blowing out your ears when going back to a different video all while the sound level bar remains constant? I have googled this and quite a few people have this problem but so far no solution other than to use the generic HD Audio driver Window provides.
 
I don't see how this can be an issue with the OS itself. In fact, you mention using the "generic" audio driver to correct the problem which would suggest the one included with the OS works fine, and perhaps the 3rd party applet/drive is at fault.

You really gave us little to go on. What hardware? What sound device?

I have W10 on this system and go back and forth with Pandora, YouTube, other sound files and OS system sounds and my sound levels typically are consistent. But it must be noted - especially when it comes to recorded videos that it is up to the person doing the recording how they set their mic input levels that determines how the volume levels will be during playback.
 
The OS has a generic sound driver that includes loudness equalization (audio leveling) as an option. Many other drivers provided for other audio devices do not have the loudness equalization enhancement. You should investigate whether your audio device provides loudness equalization, and if not, contact the device manufacturer to provide feedback and request the feature be added in a future driver update.
