Windows 10 Pro Windows Update doesn't work Error 0x80070246

When i update my computer it will show:

There were problems installing some updates, but we'll try again later.

2021-03 Cumulative Update for Windows 10 Version 1909 for x64-based Systems (KB5000808) - Error 0x80070246

Security Update for Windows 10 Version 1909 for x64-based Systems (KB4535680) - Error 0x80070246

I have been turning off my windows update for about half a year and then this happens

When i run sfc /scannow it shows:

Windows Resource Protection could not perform the requested operation.

when i run dism:

An illegal character was encountered. For a multi-byte character set this includes a lead byte without a succeeding trail byte. For the Unicode character set this includes the characters 0xFFFF and 0xFFFE.

Please kindly help my situation
