Windows 10 freezes randomly for about 30 seconds

Hey all. I have been having this problem for 3 year and counting. I figure I'd give it a shot and ask here.

Problem: When doing any number of things on windows my pc will become unresponsive. I can still move the mouse, but nothing can be interacted with. The System interrupt process will very often spike to 100%. The biggest cuplrit seems to be when using any web browser (I have tried chrome, firefox, edge, opera and safari with no change). That said it has happened during pretty much any operation on the PC you can think of (Games, watching videos, opening a document, etc). Latencymon seems to show that my DCP and Latency are quite high even when idle. dxgkrnl.sys seems to be the biggest offender, quite a few other seems to cause issues as well (The entire log for about 20 minutes of various tasks is included below).

What I have tried so far:
-Fresh install of windows (2 times)
-Updated all drivers (many times over the last few years)
-Unplugged all USB devices
-Updated the Bios
-Disabled all power management settings
-Disabled any power management from the bios
-Installed an SSD
-Removed Avast Antivirus
-Removed Citrix Client
-Disabled Windows High Precision Event Timer
-Disabled all Audio Devices
-Replaced Memory (And increased it)
-Replaced CPU
-Replaced GPU
-Replaced SSD

Weird. I just clicked it and it worked. Is there something I have to do to make it public?

Supremo was just a remote desktop app I was testing. Its not even installed, its an executable only.

  • Are you currently under/overclocking? No, but AMD overdrrive is install.
 
  • In the command prompt (admin), type (copy/paste)

    A cleanmgr window will be presented, in which you can choose the items to be deleted.
    I'd select them all, but you can choose to avoid some options.
    To start the cleanup, you need to launch this other command:

    And the cleanup will start: wait until it finishes.
  • Download and install iobit driver booster free.
    Open it, click tools, click "Clean unplugged device data", scan, clean, close.
  • In the command prompt (admin), type (copy/paste)

  • Download regseeker, unzip it, click regseeker.exe.
    Click applications and startup.
    Click services, click the information header to sort the items, enlarge the headers so we can see the items, take a (png/jpg) screenshot and save it on your desktop.

  • Download nirsoft shellexview, unzip it, click shexview.exe, take a screenshot and save it on your desktop.
  • Zip up screenshots, pnputil and dism logs and send the file here.
