Windows 10 Cant Perform Upgrade and cant be shutdown or restart

i tried to update my pc to win11, but its stuck at 70% when installing, and it stops to desktop and give a error messages "Windows 10 Installition has failed", and its the same as when i tried to Fix with DISM.exe, only error code, and cant find anything in sfc/scannow. when i tried to shutdown my PC, its stuck on shutting down, so i had to use cmd (shutdown /s) to perform, and it only works with it
