[SOLVED] Windows 10; Can't install any drivers, Windows update fails on restart, Windows reset fails

So I got a whole list of errors that started yesterday when I told Geforce Experience to update my 980ti drivers. I hadn't updated in 2 months, and before yesterday I had already had issues with Windows update not completing updates. Every time I would restart my computer it would say "Couldn't complete updates, undoing changes". When I try to reset windows, it goes about halfway and then fails. I have probably tried about 20 different methods and I am here to see if someone could help me before I reinstall windows.

What I have tried so far:
  • sfc /scannow, at first it found corrupt stuff and fixed those but that didn't fix any of my issues. When I run it now I get the message: "Windows Resource Protection did not find any integrity violations"
  • DISM ScanHealth/RestoreHealth, always completed without errors. I even tried it with these options: DISM /Online /Cleanup-Image /RestoreHealth /source:WIM:G:\Sources\Install.wim:1 /LimitAccess where G is a USB Windows media drive, but without success.
  • Windows Reset, but that fails halfway through.
  • Using the Windows may update tool from the website, got halfway before it failed with the error: "The configuration registry database is corrupted".
I ran SFCFIX, it reported that it would take longer because of the nature of the corruptions about halfway through the process, but there were 0 corruptions or errors reported at the end.

To add some additional information:

The KB4497934 update that errors on restart returns the code 0x800703f1, while 4 other driver updates error with the code 0x800703e3 before the restart.
 
I'm still getting the "The configuration database is corrupt" error when I try to update some drivers through the Device Manager. Some drivers succeed, but some, like the Nvidia GPU Driver, give the error.

Locate the log C:\Windows\Inf\setupapi.dev.log and attach to your post, if the file is big please zip it.

Lets see if we can ID and fix the problem...
 
Here it is. I saw a bunch of files which had numbers between the .dev and .log, and they were from today; so I decided to also add those to the zip.

Retrieve the DRIVERS Hive
  1. Navigate to C:\Windows\System32\Config and locate the DRIVERS file
  2. Please copy the DRIVERS file to your desktop
    Note: If you receive an error that this file is in-use, simply reboot your computer and try again
  3. Right-click on this file on your Desktop and select Send To...Compressed (zipped) folder. This will create a file named DRIVERS.ZIP on your Desktop
  4. If file will is too large to upload to the forum please share the file using a service like Dropbox, OneDrive, Google Drive, or upload to www.sendspace.com and just provide the link for the file here

The registry hive is damaged but I managed to repair it...


Replace Drivers Hive Manually

!!! WARNING !!! The following fix is only relevant for this system and no other, applying this fix on another computer will not work and most likely will cause problems...

  1. Download the attached DRIVERS2.ZIP and save it to your Desktop.
  2. Right-click on it and select Extract all.... Make sure the "Show extracted files when complete" is checked and click Extract.
  3. Now we have the DRIVERS file that we will be using to replace your current one.
  4. Navigate to C:\Windows\System32\config
  5. Right-click on the current DRIVERS file and select rename. Rename it to DRIVERS.bad.
    Note: If you get an error that the file is in use, reboot your computer and then try again.
  6. Take the file from the Drivers folder on your Desktop and paste it into C:\Windows\System32\config

Windows update failed again, although less severely this time. KB4497934 failed with code 0x80070003
