Windows 10: Cannot start BITS service

Hello,

Recently, after windows update(1 - 1.5 month ago) my laptop started to perform poorly - high disk usage (100%) even if there are no programs running.
I already tried to disable windows services (defender, sysmain and windows update), defragged disk, changed battery settings, turned off notifications. These actions only resulted in shorter intervals of 100% peaks in task manager , so I opened Event log and found several errors and warnings in System. Now I am trying solve them one by one and may be high disk usage will be resolved.
The first one is "The BITS service failed to start. Error 0x8E5E0226."
The second is " The BITS service terminated with the following service-specific error: %%2388525606"
The third is "The server {4991D34B-80A1-4291-83B6-3328366B9097} did not register with DCOM within the required timeout."
