Windows 10 boot failure - Critical Process Died

Windows 10 PC suddenly won't boot.
From a family member - they didn't tell me anything other that "it doesn't start" and they don't know any more.

Booted off Windows 10 PRO Nov 2019 x86 ISO
Repair this computer
Went to Advanced, Command Prompt

sfc /scannow - no errors detected
dism /image:C:\ /cleanup-image /restorehealth /source:esd:I:\sources\install.esd:6 /scratchdir=C:\scratch

Got an 0x800f0801 error

Attached is my dism.log file

any thoughts? I'd had to have to rebuild, and of course, family member has no backup. (figures)

I've verified the hard drive and no errors are reported.
Ran both chkdsk and the western digital diagnostics program from DOS
 
If available please post images of tests results or post share links using one drive, drop box, or google drive.

Would saving files, reinstalling windows, drivers, and applications be a viable fix?
This is similar to a reset save files result.

Or did the computer have irreplaceable applications requiring boot failure troubleshooting?
