I also have access to the full versions of Windows 7, Windows 8, Windows 8.1, etc. on e5.onthehub and DreamSpark
That's DreamSpark Premium only, and only on some subscription levels.
The amount of content on DreamSpark varies not so much by location, but by the level of educational establishment you are currently in, which establishment you are currently in, and how much they are paying Microsoft each year (the Premium ones cost money.....).
I know this because I'd had access to lots of different ones over the years:
My secondary school: free only.
My secondary school (sixth form): again free only, but because I was now in a higher level of education more became available.
My university (Bath) (STEM dept.): premium (no Office, all versions of Windows, quite limited elsewhere)
My university (Bath) (non-STEM dept.): premium (no Office, all versions of Windows, very limited elsewhere)
My father's university (Surrey) (STEM dept., faculty) (absolutely everything)
They were all different. Every single one had a slightly different selection of products available. That's what's going on here.
