[SOLVED] Win7x64 unable to update KB4474419, corrupt component store

Win7pro x64, intel i7, SSD with a single windows partition (no reserved partition).

I have been unable to install KB4474419 and always get error 80073712. I see several postings on this.
I tried manually installing the problem update from the MS catalog without success.

I tried a few remedies such as the update readiness tool, and the update troubleshooting tool. An unfixable error is reported.
sfc /scannow reports no error. The SSD diagnostic utility reports no disk errors. chkdsk reports no errors. I did an extensive malware scan.

I then tried using WSUS offline, and although it seemed to install a few other updates fine, it failed on the following:

Using DISM also reports corruption with an unrelated file. This is strange since MS says KB4480970 only applies to AMD HW (https://support.microsoft.com/en-us/help/4480970/windows-7-update-kb4480970):

The zip file is treated as corrupt by SFCFix. There is nothing obvously wrong with the zip. I can open and view the text portions. This happened the last time I was sent a zip file for SFCFix, and the helper ended up packaging it differently before it would work for me.

The log file shows: "C:\Users\T\Desktop\desktop\SFCFix.zip"
It seems like you created a folder called desktop on your Desktop.
Please place both files "SFCFix.exe" and "SFCFix.zip" in the folder "C:\Users\T\Desktop". Do NOT create shortcuts.

Placing it on the desktop made no difference. Perhaps your utility is dependent on window native file compression, which is disabled and replaced with 7z. Maybe 7z responds differently (a different response code?) even though it unzips correctly?

If you look at this other thread, you will see when this happened before. I was eventually provided a self-extracting archive which worked:

Another option is to give me manual steps, i.e. rather than drag&drop do I just unzip to a folder first and then select the script file within SFCFix.exe ?
 
Try following procedure:

Click on the Start button and in the search box, type Command Prompt
When you see Command Prompt on the list, right-click on it and select Run as administrator.
When command prompt opens, copy and paste the following commands into it, press enter after each.

Tell me if SFCFix runs fine or if it fails again.
 
Same failure...and admin vs non-admin made no difference. I expect all my PCs would behave the same since they all use 7z.

Closer, but now getting a permissions issue... The same result when tried via a admin cmd prompt window as well.
Only TRUSTEDINSTALLER has write permissions on those files.

Reboot the machine if you haven't done that after running SFCFix.
Start the System Update Readiness Tool (SURT) again.
On completion, attach the logfile C:\Windows\Logs\CBS\CheckSUR.log in your next reply.

I was able to complete update KB4474419. The problem seems to be fixed. SFCFix now reports no issues.
