Please bear with me, as my problem seems to be in stages.
Windows 7 Home Premium 64 bit - Service Pack 1
For starters, I have been trying to Update Windows 7 in preparation to update to Windows 10. However, attempts to install/update regularly fail with the following message: "Installation failed in the SAFE_OS phase of MIGRATE_DATA. I googled and checked this message via Reddit, and came across threads stating Windows 7 might need to be fully updated for a successful Windows 10 Installation.
That however seems to be difficult, as I have the following issues in trying to update Windows 7 fully:
1. Windows Updates - get stuck "Searching for Updates" for eternity. The longest I've seen is 10+ hours over night.
2. WSUS Offline Tool/Installer - shows "successful" on the installation of some updates, but none of them show up in the "Installed Updates" window. The window only says "No Updates are installed on this computer."
3. "Microsoft Management Console has stopped working" error whenever I try to access any windows services that require it.
4. When trying to use SFC /Scannow via elevated CMD, I always get the message "Windows Resource Protection could not start the repair service". This message shows up in Safe Mode as well as normal login.
With these problems, I have done the following to no success.
1. Run the Belarc Advisor tool to check for missing updates
2. Changed Windows Updates settings via Control Panel to "Never Check for Updates" + Reboot + used WSUS Offline tool to DL and Install Windows Updates a few at a time.
2. Applied the Tweaking.com 'All in One Windows Repair Tool" via MajorGeeks w/ included ChkDsk scan
3. Run the SFCfix.exe tool. The log file for that is attached below.

Please help me fix these issues. I do NOT still have the physical copy of the Windows 7 DVD I used years ago to install the system. I only have access to the Product Key used to install it. My copy of Windows 7 is verified as genuine and activated. I have a 4 GB USB Flash drive created via windows Media Creation Tool to be used w/ windows 10 installation. Attached below is the SFCFix log.
