Win7 Updates Fail

I have a clean recently built Win7-64 computer with all updates installed. This month it will not accept 2018-12 Security Rollup for Win7-64 (KB4471318) or 2018-12 Security Rollup for .NET Framework (KB4471318). Update install runs ok. Machine reboots and updates fail. I've run Win7UpdateTroubleshooter and attached the summary and detailed reports. I've run SFCFix which found no errors. Report Attached. I've tried to attach CBS.log but do not have permission. Can anyone help please?

I've run the System Update Readiness Tool and it's installing Hotfix for Windows (KB947821). I'll attach the CheckSur.log after this finishes.
 
Thanks Softwaremaniac, I installed 3 updates that previously failed. I rebooted after each one and 2 installed successfully. Woohoo! Update 2018-12 Security Monthly Quality Rollup (KB4471318) failed. Bugger! The CBS.log link is Dropbox - CBS - Simplify your life
 
Hi Softwaremaniac, the update '2018-12 Security Monthly Quality Rollup for Windows 7 for x64-based Systems (KB4471318)' continues to fail but, thanks to you, other later updates have installed successfully. Do I need this update? If I don't install it, will future quality rollups have a problem? Is there a setting I can change to tell the system that the upgrade is installed? Do you have any other suggestions? Thanks for your help and have a happy Christmas and a productive New Year.
 
I am only seeing the same file. Please confirm that you have attempted the install again and that it has failed again and that you have afterwards copied your CBS folder to your Desktop, zipped it, uploaded it and provided a link for me.
 
Hi SM, Thanks for continuing with this. It seems my Dropbox folder wasn't updating. I don't know why. It did this time. I have followed your instructions. I have attempted the install of 2018-12 Security Monthly Quality Rollup for Windows 7 for x64-based Systems (KB4471318) and rebooted. This time the upgrade did not error and I thought it had installed. But the log shows that it failed. I've attached a link to the file CBS.zip which has a date modified of 31/12/2018 6:47 PM at https://www.dropbox.com/s/vikl1bkyy5mg51k/CBS.zip?dl=0 I have also attached an image of the update history.
