Win7 Ultimate SP1 x86, kb4480970 fails with 80070643

Hello. I am working on a system that isn't mine. As the title shows, update kb4480970 for Win7 Ultimate x86 fails. The error code is 80070643.

Windows Update appears at first to download and install the update just fine, then the system reboots. I see a "configuring updates" screen which gets up to 30% then reboots again. I see the Win7 splash screen which then says "Please wait". Then "configuring updates" for a few seconds (no percentage yet). Then the PC reboots suddenly and will show me the windows did not shut down correctly "start windows normally" screen. I will have to tell it to boot into safe mode for it to begin reverting the update. It starts rebooting into normal mode, reverts some more and eventually loads normal mode withkb4480970 not yet installed.

I have run SFC with no errors found. I have run SURT and afterwards the update failed in the same way. I have run SFCFix and it reported no errors. I have attempted to install from a clean boot with the same result. I have also attempted to install the package manually from the update catalog with the same result.

Hello and welcome!

Please completely remove your security software using its removal tool and retry updates. If it fails again, attach CBS.log and C:\Windows\Inf\setupapi.dev.log.
