I have had this kinf of BS now for couple of times. Tried to find solution by googling without any idea where to start.
Do You have any ideas what should I try to fix for not having this in the future?

Basic info and mentioned logs below:

BTW How long should perfmon /report task take? I have wated now couple of minutes without having report?!

Hello again :)

Somebody else will give you a full run-down and go through lots of things you need to do.

But for now, as a preliminary, do you use any Shrew Soft products: https://www.shrew.net/home

Particularly, anything to do with VPN?

Do you need/use that software, or is it something you could quite happily uninstall?

Just a preliminary before somebody else comes by to give you a proper run-down.

Richard

Cisco Systems VPN Client is conflicting with Shrew Soft VPN Client software. I also see OpenVPN client software installed... Why do you have more than one VPN client installed?

Why do you have PC Cleaners installed on a system you use for business?

Code:
Start Menu\Programs\PC Cleaners

I do not recommend 3rd party optimization software, especially if it includes registry cleaning. Such software can lead to Windows being unable to boot, damaged restore points, a damaged file system, damaged Windows files, damaged program files, corrupted registry and program installations, and eventually leads to the need to clean install Windows to fix the damage caused by the 3rd party "optimization" algorithms. I would recommend that you remove the software and avoid such software in the future. Hopefully it is not already too late.

In the future, if you need help optimizing Windows 7, please follow the steps given by Microsoft Windows developers to Optimize Windows 7 for better performance.

Yes I have ShrewSoft VPN client...from old project needs. I uninstalled it. And also those mentioned 3rd party removal tools which I installed
mostly because of trying to solve other issue I had with windows update errors.
