Win10 - Corruption with windows update KB4525241

Hi,
I'm currently trying to enable Hyper-V and received the error code: '0x80073701: The referenced assembly could not be found.'

I opened up CMD and ran

Dism.exe /online /Cleanup-Image /StartComponentCleanup
sfc /scannow
Dism /Online /Cleanup-Image /RestoreHealth
sfc /scannow

The RestoreHealth fails. I downloaded SFCFix and ran it, but it failed at DISM. I have attached the CBS folder

Hello there!

By the servicing stack version, it would appear this is Windows 10 1709? Is this correct, and is there any particular reason it hasn't been upgraded to 1909?
