[Win10] Configuration Registry Database is corrupt

Working on repairing a system that had a failing hard drive and was cloned. Eventually was able to get Windows 10 booting after running a parallel clean install of Windows 10 1607 and then using files from the clean install's system32 folder to replace some of the damaged DLL's in the original Windows folder. Unfortunately it is still damaged and cannot load drivers for USB drives with Code 37.

Running SFCFix.exe results in an error message C:\windows\system32\dpx.dll is damaged, it then continues to run dism /cleanup-image /restorehealth which results in the error message "configuration registry database is corrupt". After that it reports that it has found no corruption. SFC /scannow results in Windows Resource Protection could not start the repair service. Windows update does not work and attempts to run an inplace upgrade or use Windows 10 Creators update tool fail.

You're trying to put a jigsaw puzzle together here and don' (nor ever will) have all of the pieces.

Why not just reinstall W10 and then copy personal files in then reinstall apps?

If not, how about trying refreshing W10 OS?

There is software on here that can't be replaced otherwise I would pursue that route. I have made progress, I was able to repair a few more corrupt files in system32 so that USB drives are properly recognized now. Pretty much everything seems to work except Windows Update. I did see a post elsewhere about using a components reg file from a very similar system. How about from a parallel clean install of Windows 10 on the same hardware? I'll try it...
