Try this trick:
1) open an elevated command prompt
2) Launch this command--> cd /d x:\windows
3) the command prompt should (be) become x:\windows
4) Launch this command--> mklink /J temp c:\windows\temp
5) If it worked, now you should have a junction: anything that tries to write in x:\windows\temp, will write instead in c:\windows\temp
6) Re-launch your command
