Weird Windows 7 SFC corruption errors for files that don't exist to fix?

So this has been going on for a while. All of a sudden started getting reports of corruption from SFC... the error is referring to file from Starter GPO

StarterGPO.tmpll" of Microsoft-Windows-GroupPolicy-ServerAdminTools-StarterGPOs-XPSP2-EC-Computer.Resources, Version = 6.1.7601.17514, pA = PROCESSOR_ARCHITECTURE_AMD64 (9), Culture = [l:10{5}]"cs-CZ", VersionScope = 1 nonSxS, PublicKeyToken = {l:8 b:31bf3856ad364e35}, Type neutral, TypeName neutral, PublicKey neutral in the store, file is missing


Funny thing is that every time I try and search for a solution I seem to see info that says that there are no downloads or files for a windows 7 Starter GPO. I have no idea how to fix this if I cant find what file its referring to. Also, SFCFix.exe actually reports no corruption but this thing just comes up on every SFC run. Last thing I noticed is that I dont currently have a CBS.log file. Not hidden, not found. I have a CBS persist cab (actually multiple) but not a singular CBS.log.. any idea what that is all about?

Ill post my details in the files requested for posting.

Tried attaching my CBS folder but the attachment system is not adding the file. I added an SFC details file to the SFC details folder.
