Vista - Explorer.exe & Control Panel error out. corrupt ExplorerFrame.dll ??

My PC runs on windows Vista . For a few years now, I have not been able to open folders or run control Panel - keeps giving me a "class not registered" followed by some long identifier popup error. But I have been living with the problem by using workarounds etc.. not convenient.
Attempting to fix the issue now, I have run sfc /scannow. CBS.log is too large to attach, so I have attached a CBS.log(extract) showing relevant cannot repair sections.
I can see "cannot repair" lines only for ExplorerFrame.dll, QAgent.dll and avifil32.dll
Additionally, when I start the PC the first popup that welcomes me is "rundll32.exe - class not registered" - but I can click Okay and proceed to work.

• Save any work you have open, and close all programs.

What do I need to do now that this has been run .. restart PC? re-run SFC.exe ? or should the problem be resolved after running SFCfix.exe ?

Restart the computer.
Run the command sfc /scannow in a elevated commandprompt and report the result.
If it fails, attach the zipped cbs.log to your next reply.

Also report if you are can open folders and run control Panel.
