[SOLVED] Upgrade from Windows 7 to Windows 10 fails with 0x8007001F - 0x20006 code

Yet another of many threads that suffer this annoying issue.

We couldn't install Windows 10
We've set your PC back to the way it was right before you started installing Windows 10.

0x8007001F - 0x20006

The installation failed in the SAFE_OS phase with an error during REPLICATE_OC operation

So far I have:
Renamed the SoftwareDistribution file, Catroot2 file, and the CBS.log
I have run every essential windows 7 update.
removed all non-essential USB hardware, and streamlined my startup to eliminate non-essential TSRs.

In reviewing another post, I downloaded FRST64 and have attached the file when I searched the registry for KB2952664.

I have attached the resulting searchreg file.

please advise. thank you so much!!!!

Do not use a fix that is ment for another machine, even if the problem look similar to your machine.

Copy the files C:\Windows\Logs\CBS\cbs.log and C:\Windows\Logs\CBS\CheckSur.log to your desktop.
Zip the 2 copied files into a single zip file and attach the zipped file to your next reply.

I did not use the actual fix used in the other post, I thought that submitting the regscan file from FRST64 would be sufficient to create one that would work for me.
Also, the C:\Windows\Logs\CBS\CheckSur.log does not exist. I have attached the CBS.log.

Follow the instructions below to run a scan with the System Update Readiness Tool (SURT) and provide a log.
  1. Download SURT for your system. (Windows 7 SP1 x64)
  2. Once downloaded, execute the installer, and go through the installation (this process can take around 15-20 minutes).
  3. On completion, a log will be created in C:\Windows\Logs\CBS\CheckSUR.log.
  4. Attach this log to your next reply.
Alternatively, if these instructions are unclear for you, you can follow the tutorial below.
System Update Readiness Tool (SURT)
 
The Green progress bar has been stationary for about 1/2 hour, however the CheckSur.log file was there.
My concern is that I am not sure...it that the whole file, or should I be waiting till the progress bar has completed before sending the log?

WARNING! The following fix is specific to the user's system in this thread only. No one else should follow these instructions, as it could damage your system.
  • Download
    myjIXnC.png
    SFCFix and move the executable to your desktop.
  • Download the attachment SFCFix.zip and save it on your desktop.
  • Save any work you have open, and close all programs.
  • Drag the SFCFix.zip file over the SFCFix.exe executable and release it.

The log looks good. Restart the machine.
Start the System Update Readiness Tool (SURT) again.
On completion, attach the logfile C:\Windows\Logs\CBS\CheckSUR.log to your next reply.
 
Great. The log is clean.
Try the upgrade again and report the result.
 
Ugh! I ran the MediaCreationTool22H2, and it went all the way through...

..until

0x800707E7 - 0x3000D
The installation failed in the FIRST_BOOT phase with an error during MIGRATE_DATA operation.


and again rolled back the changes.

So I have run the SURT again and attached the CheckSUR.log file here.

Open the Control Panel.
Select System - Advanced System Settings.
In the frame "Users Profiles", click Settings.
Provide a screenshot of the window that appears.
 
I think I know where you are going with this. Is this an invalid user registry key, and if I delete it, I can try the install again?

or am I completely wrong? :-)

No, that looks normal so keep it.

Create a new user account with admin rights.
Login with the new user account
Try the upgrade again and report the result.
 
I ran the MediaCreationTool22H2 on a new user profile with admin permissions, and it went all the way through until the same error:

0x800707E7 - 0x3000D

Attach the file C:\$Windows.~BT\Sources\Panther\setuperr.log.
 
Attach the file C:\$Windows.~BT\Sources\Panther\setupact.log also.
