Upgrade from Windows 7 to Windows 10 fails with 0x8007001F - 0x20006 code

Hello,

I've been trying to upgrade my Windows 7 (x64) install to Windows 10 with Media Creation Tool.
Unfortunately every time I try to upgrade it fails and rolls back with the following error: "0x8007001F - 0x20006 The installation was not successful. Error in Phase SAFE_OS during REPLICATE_OC."

SURT found and recovered some errors but there are still a LOT of missing .mum/.cat files and I'm not sure what to do at this point.

Fortunately, many of the missing packages appear to be from the same updates. It'll probably be easier to do this in batches.
 
Could you please check if you have KB4093118 installed? If you go Windows Update in control panel, there should be an option called view update history.
 
It seems installing that missing update has replaced quite a few missing package files. Have you installed all the updates which Windows has offered you? You might need to check for updates a few times to ensure that it offers you all the updates.

I have not yet installed KB4093118, I will try that now and rerun SURT.

The missing files I got from downloading packages from the update catalog website and extracting the missing files into C:\windows\temp\CheckSUR rerunning SURT, but I seem to have missed a lot of them.
This could probably be a bug in my script or something I don't understand about the update structure, I will look into it.
 
Ah okay, if you try and install the missing update, then it should replace those missing packages for you if it successfully installs. It'll be far easier than attempting to extract and replace each missing package manually. Let me know if you have any issues.
 
This is the latest CheckSUR.log after installing KB4093118.
Trying to install KB4014565 says it is already installed.
