[SOLVED] Upgrade from Windows 7 64-bit to 10 Failed - Error 0x8007001F - 0x0200006

Using the Windows Media Creation tool to try to upgrade from Windows 7 to 10. It restarts and gets to 9% applying updates. Then it restarts again and reverts back to Windows 7 with the error:

"0x800700F - 0x2006"
"The installation failed in the SAFE_OS phase with an error during REPLICATE_OC operation"

I've tried removing any extra hardware, updating drivers, updating bios, and still nothing. Logs are attached. I may not be able to try any fixes right away because this is an office computer and I can't always gain access to it but any help is greatly appreciated.

Hello and welcome,

Export registry as hive

Click on the Start button and in the search box, type regedit
When you see regedit on the list, right-click on it and select Run as administrator.
When regedit opens, using the left pane, navigate to the following registry key and select it by clicking on it once.
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing
Once selected, click File > Export....
Change the Save as type: to Registry Hive Files (*.*).
Name this file ComponentBasedServicing (with no file extension) and save it to your Desktop.
Right-click on the saved file and choose Send To -> Compressed (zipped) Folder.
Attach the .ZIP file to your next post.

Remove Update Manually

Click on the Start button and in the search box, type Command Prompt.
When you see Command Prompt on the list, right-click on it and select Run as administrator.
When command prompt opens, copy and paste the following command into it, then press enter.
wusa /uninstall /KB:3035583
Let me know if it says it was successful or if there are any errors.

FRST Registry Search

Click the Start button and choose Control Panel.
In the upper right corner ensure the View by: is set to Category.
Select the Programs group.
Click the Turn Windows features on or off link. This will bring up the Windows Features dialog.
Note: This loads your components hive which is what we want. Please keep this dialog open while you perform the remaining steps. You can minimize it if you wish but keep it open.
Download the Farbar Recovery Scan Tool and save it to your Desktop:
64-bit: Downloading Farbar Recovery Scan Tool
Note: Your antivirus program may report FRST incorrectly as an infection. If so, disable the real-time protection when downloading and running FRST.
Right-click on the file FRST64.exe and choose Run as administrator.
Copy and paste KB3035583 into the Search box and click the Search Registry button.
When the scan is complete, a message will display that 'SearchReg.txt' is saved in the same folder FRST was started from. Notepad will open this file also. Close Notepad and attach the file 'SearchReg.txt' to your next reply.
You may close any remaining open windows now.

Step 1:
Warning: This script was written specifically for this user, for use on that particular machine. Do not run this script on another machine.

Download the attachment fixlist.txt and save it to your desktop.
Right-click on FRST64.exe and select "Run as administrator".
Press the Fix button.
The tool will now process fixlist.txt.
If for some reason the tool needs a restart, please make sure you let the system restart normally. After that let the tool complete its run.
When finished, a log called Fixlog.txt will appear in the same directory the tool is run from.
Attach the logfile Fixlog.txt to your next reply.

Step 2:
Follow the instructions below to run a scan with the System Update Readiness Tool (SURT) and provide a log.

Download SURT for your system. (Windows 7 SP1 x64)
Once downloaded, execute the installer, and go through the installation (this process can take around 15-20 minutes).
On completion, a log will be created in C:\Windows\Logs\CBS\CheckSUR.log.
Attach this log to your next reply.

Restart the machine.
Try the upgrade again and report the result.
If it fails attach a frresh copy of the cbs.log to your next reply.
