update w7 toward w10 error 0xc1900101 0x20017 safemode operation boot

on an old laptop toshiba m40 331 32bits i am trying to update the os from w7 toward w10. i utilize the method with the media creation tool and each time after rebooting i have the error : 0xc1900101 0x20017 in safemode during operation boot.
I have updated all the drivers with "drivercloud" and "touslesdrivers".
only the booting procedure hasn't been reconfigured...but the device starts and reboot normally. The bios is very ancient...
i don't know what to try to upgrade toward w10...i hope you could help me.
i let you the attachments cbs.zip and componentscanner.txt.
i will try also to let you the attachments of the files setuperr.txt and setupact.txt after a try that didn't worked.

Download & Run the tool SetupDiag
  1. Open the website SetupDiag Download Page
  2. Click the Download SetupDiag button.
  3. Create a new folder on your Desktop and nove the file SetupDiag.exe to that folder.
  4. Right-click the "SetupDiag.exe" and click Run as administrator.
  5. When completed, three files are created, "Log.zip," "SetupDiag.exe.config," and "SetupDiagResults.log" in the folder SetupDiag.exe was executed.
  6. Attach only the file "SetupDiagResults.log" to your next reply.

Thank you for your answer...
The first setupdiag.exe i used following your link crashed, probably because my system is a 32 bits one with the OS windows7.
I fetched on google a new one and i found a 32 bits one; but when i ran it i didn't get the log.zip and setupdiagresults.log files...i only had the setupdiag.exe.config file with another one : setupdiag_28-avr.-2025 a txt file which is empty...
that's probably is not what you hope to receive.
i will fetch on internet another setupdiag.exe file; but i didn't find something tailored for windows 7.
could you help me for this problem?

Attached an older version of SetupDiag.exe.
Download and extract the attachment.
Right-click the file "SetupDiag.exe" and click Run as administrator.
When completed, three files are created, "Log.zip," "SetupDiag.exe.config," and "SetupDiagResults.log" in the folder SetupDiag.exe was executed.
Attach only the file "SetupDiagResults.log" to your next reply.

Here attached the result file...
in my first post of introduction i also attached the setupact.log and setuperr.log files respectively found in these directories : windows, windows-bt-source-panther, windows-panther...

Not much information in the setupdiag log.
Perform following scan.

FRST Scan:
  1. Download the Farbar Recovery Scan Tool and save it to your Desktop:
    32-bit: Downloading Farbar Recovery Scan Tool
    Your antivirus program may report FRST incorrectly as an infection. If so, disable the real-time protection when downloading and running FRST.

  2. Note: Rename the downloaded file FRST.exe to English.exe.
  3. Right-click to run the tool as administrator. When the tool opens click Yes to disclaimer.
  4. Note: Ensure that the Addition.txt check box is checked at the bottom of the form within the Optional Scan area.
  5. Press the Scan button.
  6. Please wait for the tool to finish. It will produce two logfiles called FRST.txt and Addition.txt in the same directory the tool is run from (which should be the desktop)
  7. Post the logfiles FRST.txt and Addition.txt as attachment in your next reply.

I rewrite the error that happens after the unsuccessfull try of migrating windows7 toward windows10 :0xc1900101 - 0x20017 l'installation a échoué dans la phase safe-os avec une erreur lors de l'opérateur boot...

Is Internet Explorer 11 installed or is it still on Internet Explorer 8 ?

Provide the exact model of this machine so we can check for bios updates.

It's internet explorer 11 which is installed...i could uninstall it for the next try of upgrade (i have also the browser "Edge").
Here is in attachments the information from the command "msinfo32" that will allow you to see the characteristics of the device...(Toshiba satellite M40 331).
on the folder c:\windows\inf\ i found two files setupapi.dev....i let you the two files in attachments.

ps: for the next try of upgrading w7 toward w10, i could uninstall "internet explorer 11" and the antivirus "microsoft security essentials"

Export registry
  1. Click on the Start button and in the search box, type regedit.
  2. When you see regedit on the list, right-click on it and select Run as administrator
  3. When regedit opens, using the left pane, navigate to the following registry key and select it by clicking on it once.
    HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services

  4. Once selected, click File > Export....
  5. Change the Save as type: to Registry Hive Files (*.*)
  6. Name this file Services (with no file extension) and save it to your desktop.
Right click on the file Services and select Send To -> Compressed (zipped) Folder.
Attach the file Services.zip to your next reply.

Warning: This script was written specifically for this user, for use on that particular machine. Do not run this script on another machine.
  1. Download the attachment fixlist.txt and save it to your desktop.
  2. Right-click on English.exe and select "Run as administrator".
  3. Press the Fix button.
  4. The tool will now process fixlist.txt.
  5. If for some reason the tool needs a restart, please make sure you let the system restart normally. After that let the tool complete its run.
  6. When finished, a log called Fixlog.txt will appear in the same directory the tool is run from.
  7. Attach the logfile Fixlog.txt to your next reply.

Step 1:

Restart the machine.

Sorry, I made a mistake. The DISM option /RestoreHealth isn't supported in Windows 7.

Run the command Dism /Online /Cleanup-Image /ScanHealth in an elevated commandprompt and report the result.
If it fails, copy the file C:\Windows\Logs\CBS\cbs.log to your desktop.
Zip the copied file and attach the zipped cbs.log to your next reply.
