Hello, since October 20 2018, I'm facing a major issue with Windows Update.
It all started with an update installation after a reboot which was stuck at 100% for hours.
I was able to bypass this issue by restoring my system and downloading it again.
Few days passed and since then, I'm unable to download the monthly rollup KB4462923 or any other "important" updates.
I tried to download and install the package manually but I didn't find any concluding results.
This eventually trickled down to other softwares I'm using since my computer isn't up to date (i.e: my Antivirus = Norton).
I've gone through the microsoft support tutorial to fix the issue on multiples angles:
Using the Windows Update Diagnostic Tool (always was able to fix some errors but the error 0x80070490 keeps appearing)
After doing that I was completely unable to access Windows Update for some reason so I ran a system restoration.
Using the System Update Readiness Tool: Tried to run it multiples times either before any prior stets and also after any completed steps mentioned above. The readiness is always stuck on the Initialization Installation process.
Disabled AV and firewall to see if it would affect the process, didn't get any result ( I ended up uninstalling/re-installing my AV)
Now, I followed the Windows Update Forum Posting Instructions:
SFC Scan: 100% complete, no errors were to be found.
SURT Scan: Like I mentionned right above, I'm unable to complete the scan since it stucks at the Initialization Installation part (after a 12hours letting it run i had to kill it with TaskManager since it was not going anywhere)

Download SFCFix.exe (by niemiro) and save this to your Desktop.
Download the file below, SFCFix.zip, and save this to your Desktop. Ensure that this file is named SFCFix.zip - do not rename it.
Save any open documents and close all open windows.
On your Desktop, you should see two files: SFCFix.exe and SFCFix.zip.
Drag the file SFCFix.zip onto the file SFCFix.exe and release it.
SFCFix will now process the script.
Upon completion, a file should be created on your Desktop: SFCFix.txt.
