Unable to receive new Windows updates

Dear administrators, for the past couple of years upon receiving notice of new Windows Updates being available, I have been unable to download them. I am receiving the following message; "Windows can't update important files and services while the system is using them. I have attempted all suggested Microsoft fixes to no avail. I receive no error codes.

I noted the "dup" so we would not be working two threads for the same issue. If you want to work this one, bassfisher, I recommend closing the other and merging the responses.

I kind of guessed that was what you meant....but I don't have any privileges to move/merge anything on this forum....that I'm aware of.
