[SOLVED] Unable to install KB5044285 on Win11 x64 23H2

Client OS = Win11 x64 23H2
Cumulative update of October KB5044285 does not install.

Steps performed:
sfc /scannow
chkdsk /r /f
Dism /Online /Cleanup-Image /ScanHealth
Dism /Online /Cleanup-Image /CheckHealth
Dism /Online /Cleanup-Image /RestoreHealth
DISM.exe /online /cleanup-image /AnalyzeComponentStore
DISM.exe /online /cleanup-image /startcomponentcleanup

No corruptions or missing files are reported, but in CBS logs during installation of KB5044285 the following errors are logged:
