Unable to Convert Windows Server 2016 Standard Eval to WS 2016 Standard Retail to Apply License Key

We have been using WS 2016 Standard Eval for a development/test database VM server and purchased a WS 2016 Standard retail license key to make it a full OS.

When I tried to convert the Eval to Retail, I received an error message:
windows-ServerStandardEvalEdition~31bf3856ad364e35~amd64~10.0.14393.0


Error: 0x800f0831


An error occurred while operating system components were being updated. The upgrade cannot proceed. For more information, review the log file.

I worked with some Microsoft folks to resolve error and they had me follow the commands in PowerShell as an elevated user.
DISM /Online /Cleanup-Image /ScanHeath - Successful
DISM /Online /Cleanup-Image /CheckHealth - OS is repairable
DISM /Online /Cleanup-Image /RestoreHealth - Error 1734 The array bounds are invalid

Microsoft folks advised to install a clean OS and move on. That is not preferred since I would have to install the eval OS again and convert to retail again before applying the license key.

I have run the SFC /Scannow and it did not find any integrity violations.
DISM /Online /Cleanup-Image /RestoreHealth returns the Error 1734 The array bounds are invalid
The ComponentScanner did not find any issues.
