[SOLVED] System restore on Windows 8.1 fails with error 0x800700b7 or 0x80070570

I have a HP pc which is running 8.1 which was upgraded from 8. After a windows update on the 14th Jan the desktop icons disappeared with just a single icon on it. Control panel wont load and the computer was behaving strangely. No admin tools are accessible. I managed to do a system restore via the troubleshooting tool on bootup after making the boot (not secure). The system restore failed with the error code above. It then tried to fix itself with an error of 0xc000021a. Now the computer wont boot into windows at all now and seems to want to go into a loop of trying to boot and trying to fix itself.
I have tried to do a system refresh also which has also failed.
I have run sfc/scannow which completed with no errors and yet the rebooting cycle is still there. No full boot into windows.

Did you run sfc from safe mode?

Hi no could not get into safe mode. I found the prompts ie safemode with command prompt etc but when I chose it, it just disappeared. I have since run a linux sysrecue cd which I just ran but did not action anything. Basically I just browsed the functionality but found nothing that seemed appropriate and cancelled out of it. Now however the pc will boot into windows login screen. I have logged in as a user and it now gives me a totally black screen with a white cursor which I can move around the screen.
From other research I have tried ctrl alt del and chosen task manager. This again results in nothing happening as though it simply ignores what I ask. Ctrl alt del works each time on this black screen but nothing is achieved.

I ran it from when at boot time you can press ESC and then through the troubleshooting section and command prompt. It was the only part of windows I could actually get into. I didnt try reset as it was a bridge too far. I needed to keep all data if possible. I have since harvested the data and returned the laptop back to factory settings so I dont need the assistance now. Thank you for trying.
