Problem has been going on for a few weeks, whenever I try to run any app as an admin the pop-up comes up, I've already run an SFC scan and I don't know what to do now.

Are you also prevented from running Task Manager? See if running in Safe Mode allows you to use one of the apps you couldn't. If so, find the culprit by a process of elimination.

Is there somewhere or something specific I should be looking for? I know virtually nothing about computers and software. Sorry if this is a bother

You've provided very little information of what the actual issue is, what is the exact error message and error code? Which applications are you trying to run?

Trying to run any app as an administrator fails and shows the error message "The supplied kernel information version is invalid" or "the supplied kernel information is invalid" along with the origin of the file I'm trying to run. Nothing else pops up so I don't know what else I could give you, sorry.

As an example, what is one the applications which appears to be having the issue? Could you please provide a screenshot of the error message you're seeing? Additionally, please provide your event logs using the following:

Gather Event Log (Application):

Open an elevated command prompt and enter the following command.
wevtutil epl Application %userprofile%\Desktop\application.evtx
Please zip up the log which should be saved to your Desktop and then attach to your next post.

Gather Event Log (System):

Open an elevated command prompt and enter the following command.
wevtutil epl System %userprofile%\Desktop\system.evtx
Please zip up the log which should be saved to your Desktop and then attach to your next post.
