Stutters after windows update?

On April 1st i noticed that REd Dead Redemption 2 started freezing like crazy. Everything used to run smoothly. Geforce Expersience used to suggest that the optimized settings for RDR2 were high-ultra and so I played the game. But now it freezes and GE seggests the lowest possible settings for this game. No issues with non Rockstar games.
Also,here's the Latencymon screenshot. I assume that something's not great.

Did the game recently release a patch?

RDR2 Title Update 1.17 Notes (PS4 / Xbox One / PC) - Rockstar Games Customer Support

Search around their forums and see if others are having troubles with this patch. A lot of times it corrupts the Visual C++ Distribution.
