Stuttering in all games, frametime spikes, high latency

I have xmp 1 on bios, but I tried without.
no OC for cpu / gpu, but I tried to undervolt the gpu.
I just turned off spread spectrum, it didn't help.

You could try to test it in another house, to exclude your electrical system.
