Stuttering in all games, frametime spikes, high latency

Hello! I'm going crazy. please, please, help me 😫 (sorry for my eng)

What I tried:
Format
Tried every possible combination on Nvidia Control Panel, like disable gsync, vsync, low latency or change power to max
Undervolt gpu
Disable antivirus
Startup without any programs
Disable afterburner and RTSS
I have an dac/amp connected to pc (topping dx3 pro) with usb. I connect speakers and headphone to it. Of course I tried to disconnect it.
I also tried to disconnect everything else from pc: mouse, keyboard, xbox joypad, lan, microphone
I have 2 monitor: aoc 24g2u 144hz fhd and lg cx 120hz uhd, both stuttering. I also tried an old monitor hd, same problem.
Reset bios settings.
I don't know if bios is updated, but I'm going to check after this post.
I also disconnected the front usb port of the case.
I don't remember if I did other things, but probably I did lol

I would use Asus GPU software.

IDK about your choice of PSU.....but that could be an issue. I would swap that out for a well known branded good working PSU of same wattage (from a friend or shop to test).

Bios E7B86AMS.M70
I'm not sure about it. Before I bought the aoc 144hz and the lg cx uhd, I used an asus pa328q uhd 60hz.
I think I noticed this with the arrival of the aoc, about a month ago.
While doing this reasoning days ago, I wondered why I started noticing this problem with the aoc and not with the pa328q.
So I tried to set the fps limit to 58 with RTSS and eureka, no frametime spikes. I tested for several minutes, without spikes.

Adata core reactor is a top tier psu, I really don't think is the problem

I think it is something related to the cpu, like a bottleneck. Latencymon suggest to disable cpu throttling on bios and windows, but I don't know how
 
unfortunately, they didn't help.
2 minutes of paladins gameplay, just walking around, fhd 141hz cap

The latencymon picture you sent seems to be good; if you still get issues, uninstall it.

Your trace shows a high fragments number for afd.sys.
It seems a network related driver (winsock).
There is a new realtek driver for the Realtek 8111H Gigabit LAN controller on your motherboard support webpage: 10.42.0526.2020, 2020-09-17.
But there's a new one on realtek.com, released today: Realtek PCIe FE / GBE / 2.5G / Gaming Ethernet Family Controller Software - REALTEK (they ask your email, then you must resolve a captcha).

Given that I have got 8111GR, I took the opportunity to install it; therefore, I'm able to tell you its version: 10.45.928.2020, driver date 28/09/2020.
I'm not totally sure you'll get the same version, because our controllers are slightly different in their "names".

Just tried it, it didn't solve the problem.

Other things I tried today and yesterday:
New bios 7B86vMA
Bios default settings
Ram xmp 1
Ram 2666
Disable global c-state in bios
Installed amd chipset and realket audio
Disable rgb led on the gpu with armoury crate
Disable prochot with ryzen master
Disablet hpet
Installed all drivers avalaible for 3080, after ddu clean (457.31. 457.30, 457.09, 456,71) I even tried to install them with NVSlimmer, for install only the driver.

I created a new trace.etl, after 2 minutes on paladins.
I created the precedent immediately, without waiting as recommended in the guide. I misunderstood when I read it.

Lightingservice.exe and msiafterburner.exe appeared just before paladin.exe went down.
Lightingservice.exe seems to be an asus (aura) software.
Try to remove both altogether.
 
Lightingservice.exe probably it is probably associated with armory crate, which I installed yesterday to turn off the 3080 led.
I closed afterburner and Lightingservice from the task manager, unfortunately it didn't work.

I want to try to install linux on a partition, to understand if the problem is related to windows.
 
Let's try to change the MSISupported value of "standard SATA AHCI Controller(s)" (storahci.sys), from 1 to 0.
This could (or could not) decrease a bit the disk usage.

Retrieve your ESET license key and its installer (so you can reinstall it later).
Uninstall ESET altogether.
Use windows defender (antivirus and firewall) for testing purposes (i.e., some minutes if we are lucky, some days if we are not).
Reboot.
 
yep aoc use dp and lg cx use hdmi
yesterday I also tries my old 1050ti, same problem.
memtest all night, no error.
unplug secondary hdd also didn't help.
at this point, I think it is something related to bios/motherboard or the psu
I can try to downgrade the bios and test all versions
