Start Menu and Cortana stopped working

They both dont work. When I go to C:\Windows\SystemApps\Microsoft.Windows.Cortana_cw5n1h2txyewy and open SearchUI.exe, it appears an error message saying they stopped working. I have tried many common solutions, but none worked. What to do?
 
Please give a list of what you've tried. That's the starting point that allows any assistant to know where they should start as far as what comes next.
 
What have you tried?

Open an elevated command prompt, hit start, type cmd, then Ctrl + Shift + Enter. An elevated command prompt will open, in this prompt type sfc /scannow and let it finish. Report back please.
 
I'll also add to the recommendation of @xrobwx71: Using SFC (System File Checker) and DISM (Deployment Imaging Servicing and Management) to Repair Windows 8 & 10

No harm can come from using either SFC or DISM, and if SFC happens to fail it's always worth running DISM and then rechecking with SFC again afterward. I sometimes run DISM even if SFC comes back clean, as I've seen instances where one utility or the other appears to find something to tweak that the other one missed. It's rare, but . . .

Also, I tried DISM and SFC. Will recheck them again.
 
Give as much detail as to the outcome, like error messages and such. The more detail you share will help us help you more efficiently and thoroughly.

These are the steps I take as a matter of course, skipping whatever may not apply in a given case, and stopping when any given step prior to a completely clean reinstall solves the problem.

I very seldom have to go beyond a Repair Install, but it does happen on rare occasions.
