Happens when trying to load Windows Store for updates or whatever.
This can occur if you are using a third party DNS service like Acrylic or perhaps Simple DNScrypt Proxy; seems windows store is tied at the hip with windows DNS service, DNSCache... you might have to enable DNSCache, and reboot, and set your dns settings appropriately. Anyway, this was going on for ages, and its working for me now. I will re-enable my third party DNS service later and see if the problem persists or if its just the initial connection that is broken.
