I've been doing so much reading about sfc and dism and fixing components, but I'm having no luck at present. I have a windows server 2016 box which won't windows updates, when running sfc it says that actions are pending a restart (this doesn't change after a restart), which lead me to resolving via DISM and various methods (including mounting an iso).
This led me to search and find the suggestion to inspect the Component Store as a potential issue.
I found another thread which was showing the same symptoms if not similar and you were able to provide multiple fixes which worked for this user. Link to thread as follows: [SOLVED] - DISM /ScanHealth file not found stopping windows update
I'm hoping fixing this then ultimately fixes what looks like to be corruption on c:\ before windows updating to the latest version.
Any help / assistance would be greatly appreciated.

- Dism.exe /online /Cleanup-Image /AnalyzeComponentStore - presents an error 2 - after 100%
- Dism.exe /online /Cleanup-Image /StartComponentCleanup - fails due to actions pending
- Dism.exe /online /Cleanup-Image /Checkhealth - reports no issues
- Dism.exe /online /Cleanup-Image /ScanHealth - error 2 - after 100%
- Dism.exe /online /Cleanup-Image /RestoreHealth - Isn't a happy bunny, starts the process and then cancels out roughly 5%
