Server 2022 - Failing to Install CU

Device won't take a CU.
No issues with other patches.
WU Components have been reset.
DISM/SFC run various times.
No resolution from update troubleshooter.
Scoured the logs and I'm clearly not seeing the problem in front of me.
ComponentsScanner didn't find anything to fix.
No zips created from SFCFix.
Have tried manually downloading, installing from sconfig, and WU.
All the same.

Would love some extra insight, if there is any to be found.

Attached all the logs from device.
Didn't CBS as it only one file inside.
Happy to provide anything else.
