Server 2016 Updates load, then uninstall upon reboot

Windows 2016 std server. Spun up in June 2016. Started as trial version, then was promoted w/ purchased key.
Updates were not done in July.
Starting in August all cumulative updates have failed
KB4343887
KB4457131
KB4462917

Have not tried November KB4467691

Tried both via MS update and stand alone. When I try stand alone it looks as though it installs (although it takes a very long time) Then upon reboot it loads to 100% and reboots again.
I then get a message "We couldn't complete the updates. Undoing changes" and uninstalls them.

I ran sfc /scannow and it found some corrupted files (didn't screen shot :banghead:)
I then ran the SFCFix app and it gave me some errors. (again, didn't screen shot) I do remember it saying it could not create some log.

I've tried nearly everything I have found online as a possible fix....no help so far

  1. Run sfc /scannow – Found Errors corrected
  2. Run DISM.exe /Online /Cleanup-image /Restorehealth – Restored image
  3. Perform Clean boot –
  4. Reset Windows update components
  5. Rename Software Downloads and catroot2 folders
  6. Try to update manually
 
Yesterday I also ran the MS fixit app and it came back with "update database is corrupt"

Any way to fix that?
