Server 2016 - Cannot Install Cumulative Updates

I have a Server 2016 that will no longer install any cumulative update. It was referencing a KB that was not present on the system and would not install as it "did not apply". I cannot run DISM /ONLINE /RESTOREHEALTH - It dies at 5.0-6.0%.

To further this case...

Before posting, I opened a ticket with Microsoft. Per their instructions, I took over the CBS reg keys pointing to the KB that was not present and had packages missing (There were quite a few). After doing this, I found there were also dependencies for this same KB, and I deleted those reg keys as well. I'm left with the posted CBS log, which doesn't appear to be pointing me in any particular direction.
