Server 2008 R2 update KB4457144 fails

2018-09 Security Monthly Quality Rollup for Windows Server 2008 R2 for x64-based Systems (KB4457144) has been failing on this system every day since the middle of September and I'm pretty much out of ideas. I've gone through the suggested procedures here for posting and everything seems fine except DISM doesn't support the /RestoreHealth flag. CBS.zip is just under 100M so I'm going to provide a link: https://nsc.aero/CBS.zip

Please let me know when the zip file has been retrieved so I can remove it from the website.
