"Restart Your PC to Finish Installing Updates" - stuck and can't find solution

Running Windows 8.1. Managed to avoid a Windows 10 drive-by download, but now my mother's PC (to which I am logged in remotely) keeps insisting that I restart it to finish installing updates. Have tried to reset this to no avail.
I ran your SFCFix utility and it found no errors.
I tried to attach the CBS.zip file I created, but it will not upload to your system because it is 13mg, well over the 7mg size limit. I have therefore saved it in my dropbox folder and shared the link with you here: Dropbox - CBS.zip

I also just saw your other instructions re: how to upload a CBS.zip file that is overly large. If you aren't able to access from my dropbox link, please advise and I'll do it that way.

SFCFix - Fix Time

WARNING! The following fix is specific to the user's system in this thread. No one else should follow the instructions below to apply that fix, as it could damage your system. If you need assistance with an issue, please start a new thread and someone will assist you shortly.

Follow the instructions below to download and execute a SFCFix fix, and provide the log.

• Download SFCFix and move the executable on your Desktop;
• On your Desktop, right-click and select New, then Text Document. Give it the name SFCFixScript (it should be a .txt) extension;
• Open the SFCFixScript.txt file you just created, and copy/paste the following in it;

• Save any work you have open, and close every programs;
