Registry Database Corrupt

Attempting to install .NET 3.5 and getting errors stating Registry Database is corrupt. I have tried DISM and keep getting error 1009. The DISM log shows 0x800703f1 as an error code on multiple lines. This is a Win10 machine so SURT is not an option. Any guidance would be greatly appreciated.
