[SOLVED] Problem with USB drives

A problem when initiating a new disk or assigning a drive letter. This is the error:

"The operation failed to complete because the disk management console view is not up-to-date. refresh the view by using the refresh task. if the problem persists close the disk management console, then restart disk management or restart the computer."

A whole lot of people seem to have this issue in any and all versions of windows. I've googled the problem for days and cannot find an answer that works. Any ideas?
 
I'm not trying to be snarky, but have you actually done a Restart on the computer? If so, does the issue persist after a Restart? (And I do mean Restart, not a Shutdown, as if Fast Startup is enabled a Shutdown is not really a shutdown, but a form of hibernation).
 
Thanks for the suggestion. I have tried restarting, but not a total cold shutdown with unplugging power. I will try that when get the time in my work flow.
 
To be honest, I'm not trying to tell you to go "cold shutdown," though it couldn't hurt.

The problem is that most people still believe (and for very good reason, as it was the case for decades) that a Shutdown actually shuts down the machine completely, and that on powering up again causes Windows to load from scratch. But with the advent of Fast Startup, which most users seldom disable, it does not. Shutdown with Fast Startup enabled hibernates the system saving only the Windows operating system state, not it along with the user state like a standard hibernation does. When you add in the fact that it's virtually certain that, over time, corruption is going to creep into the special hibernation file that's used for Fast Startup you're just asking for trouble.

An actual Restart tells Windows to power off, NOT to save anything as part of that process, and to reload afresh from disk when the timer triggers the boot process again. That's typically enough as far as determining whether a fresh start will "get rid of the cobwebs."

By the way, regardless of what's happening, you have absolutely nothing to lose (and it doesn't take much time to do, either) in Using DISM (Deployment Imaging Servicing and Management) and SFC (System File Checker) to Repair Windows 8.1, 10 & 11. This may not fix anything, but it does serve as a diagnostic step you'd have to take, anyway, and it very well could fix issues you don't even know are present.
 
OK, I did an actual restart. No joy. I tried sfc /scannow. Found problems but could not fix them all. Another restart. Nope. Did not use DISM as I am using Windows 7. Tried uninstalling and reinstalling drivers. Nope. Ran SFCFix.exe:

So I checked disk management and it still gives the error when I try to initialize the new disk. Did a reboot, and still no luck. I re-ran SFCFix and it reported that no corruptions were detected.

So, to summarize, any time I try something in disk management (on any drive), even just to check properties, I got the following error....

"The operation failed to complete because the disk management console view is not up-to-date. refresh the view by using the refresh task. if the problem persists close the disk management console, then restart disk management or restart the computer."

Followed by this error after trying any other command....

"An unexpected error has occurred. check the system event log for more information on the error. close the disk management console, then restart disk management or restart the computer."

Over the past several days I have been baffled by this issue. I have tried, in no particular order:

1. Rebooting in safe mode - no luck.
2. Running Windows start-up repair from original installation dvd - nope.
3. sfc /scannow - nada.
4. chkdsk - no.
5. command line diskpart, list volume, clean, automount etc. - zilch.
6. Tried plugging the new drive into my Window 10 machine and it works fine.
7. Works fine in my Linux machine.
8. When I plug in an older USB drive that I had not used in about a year. It works fine.
9. When I try any other new USB drive, either HDD or SDD, no joy.
10. Tried to update driver in device manager. Windows says the correct driver is installed.
11. Uninstall device and restart - nope.
12. MiniTool Partition Wizard found the drive and I could format and assign a drive letter, but it didn't stick.
13. Easus data recovery just started and hung.
14. Tried a system restore from a few days back - waste of time.
15. Checked UEFI bios settings - all good. Disabled fast boot - no help. Re-enabled fast boot.
16. Virus scans came up clean.
17. Windows troubleshooting under Hardware and Sound found problems, but could not fix them automatically.
18. Windows fixit tool - no fix.
19. command line clean all - hangs.
20. Disable USB power save setting in power options - no help.
21. Uninstalled a few old AV programs that might have left traces.
22. Tried Tweaking.com pro as administrator - no help there.

OK, so I was thinking about trying a windows upgrade reinstall from my original Win7 installation disk, but was really reluctant for fear of losing any programs and settings. I remembered somebody suggested uninstalling all the usb hub controller drivers worked for them. So I tried uninstalling one-by-one, but got some glitches like device manage quitting and I think one blue screen, so I gave up on that idea.

Then I tried uninstalling all the usb mass storage drivers. After restart, my external hard drives were gone! All NINE of them. Looked in device manager - gone. Looked in disk management - gone. Beads of sweat start forming on my forehead. I try looking in devices and printers. THERE they are. Tried troubleshoot on them, windows found but could not fix any problems. Again, MiniTool Partition Wizard located all the drives, but the drive letters were gone. Could assign new drive letters, but they wouldn't stick.

So I go back to devices and printers and for each did this:

- right-click on properties
- select hardware, disk drive
- select properties
- select change settings
- under driver tab
- select update driver
here, if you choose Search automatically for updated driver software, windows just says the correct driver is already installed. Instead select Browse my computer for driver software. Instead of using Search for driver in this location (I tried c:\Windows\System32\ include subfolders, it doesn't work), use Let me pick from a list of device drivers.
- check Show compatible hardware box. I my case in the Model window, there was one digitally signed disk drive.\
- no need to click on Have Disk
- just click on Next and BANG it works!

This procedure restored all my external usb hard drives, including the new one which was unrecognized before.

I hope this helps others who may have run into this problem. As I said, it seems to be an issue for a lot of people on all windows platforms, not just windows 7.

Are you able to view the other drives and/or partitions in disk management correctly now too?
 
Okay, I'm glad everything appears to be working now, I'll mark the thread as solved for you. I would strongly suggest that you upgrade from Windows 7 though since LTS ended back in Jan 2020.
 
Is there any way to upgrade to win10 while keeping all my installed programs? I have over a thousand of them.
 
It isn't worth the risk. Just because a program works in Windows 7, there is no guarantee that it will work in Windows 10.
I can't imagine having over 1,00 programs installed so your chances of any not working are greater than most of us here who have fewer than 100 programs installed.

I've owned the current Win 7 desktop since 2009 and Revo shows me that I have 85 programs that can be uninstalled.
 
I already gave the instructions, step-by-step, that allow you to upgrade from Windows 7 to Windows 10 while keeping all apps and folders.

This is always, always, always what I do first. And with the rarest of exceptions, all programs that ran under Windows 7 do just fine under Windows 10. If there is a program that is known to be problematic, the upgrade process actually disables and uninstalls it, and notifies you that this has occurred. I think I've had that happen twice on all the machines I've upgraded since 2015.
 
Yes, plodr, 1,084 to be exact. Mostly math, science and engineering programs, simulators, emulators, modelers, robot programmers and such. I would hate having to reinstall even a fraction of those. And as I said, I also have a separate win10 machine, but I don't like using it. I hate the user interface most of all. It is very un-businesslike. Like the way they design cereal boxes for kids. And the automatic updates and constant telemetry?! No thanks.

All of which (telemetry, that is - updates are dead and gone - which is a nightmare) was back-ported into Windows 7 and still active. That telemetry?

Telemetry is a part of every modern operating system, including Windows 7.

And there have not been truly fully automatic updates of the feature update variety under Windows 10 for years now. And patch updates are no different than they were on most folks' Windows 7 machines. And now, Windows 10 and 11 are on once per year feature update cadences.

I cannot believe this nonsense about Windows 10 still gets repeated here, and the false beliefs about Windows 7 not having telemetry persist.
 
I shut down win7 updates AND telemetry back in 2015. That, as you may recall, was when microsoft was secretly downloading win10 to our machines and then trying to trick us into installing it. Remember checking the "dismiss" box and the thing would install anyway?
