Problem with upgrade from windows server 2019 to 2022 0cx1900101-0x30018 SYSPREP_SPECIALIZE

Hi, I'm struggling with upgrade form server 2019 to 2022, the origin OS was 2012 R2 i did upgrade from it to 2019 without any problem, the problem is with 2019->2022. After second reboot I'm getting BSOD "attempted to write in read only memory" and then in Windows Installer code 0cx1900101-0x30018 SYSPREP_SPECIALIZE. The machine is a virtual machine on HyperV with 80gb RAM and 22 xeon gold 5318Y Cores (its a 2year machine)
What I tried:
-SFC Scannow
-turning off updates and disabling internet during installation
-
Disabled SQL Services:
MSSQL$MICROSOFT##WID
MSSQLSERVER
SQLSERVERAGENT
SQLTELEMETRY
MSSQLFDLauncher

Stopped IIS Services (if used):
W3SVC (IIS Web Services)
WAS (Windows Process Activation Service)
IISADMIN (IIS Admin Service)
AppHostSvc (Application Host Service)
Disconnected the network before starting the upgrade (optional, to avoid telemetry issues)
Then started the upgrade using:

setup.exe /compat ignorewarning /dynamicupdate disable
(Source: [SOLVED] - Windows Server Upgrade 2016 to 2022 failed 0xC1900101 - 0x20017)

-installing all OS Updates
-DISM Online

I'm also uploading the newest setuperr.log from Panther folder

I'm looking for help :) thank you so much
