There has been a lot of publicity lately about the licensing terms for Office 2013 as well as comparisons to Office 365 Home Premium. Collected below is a bit of information about the licensing, pricing and the included programs.

Office 2013

When Office 2013 was shipped, the license terms were stated that a retail copy of Office 2013 was permanently tied to the first PC where it was installed. In addition, the license is for one user/one install, with the only exception being when the software is on a PC that is replaced under warranty.

The Office Blog, at Office News - Office 2013 and Office 365 installations and transferability provided the following chart illustrating how the licenses compare:

CHANGE effective as of this posting on the Office Blog, Office News - Office 2013 now transferable:

Updated transferability provision to the Retail License Terms of the Software License Agreement for Microsoft Office 2013 Desktop Application Software:
Can I transfer the software to another computer or user? You may transfer the software to another computer that belongs to you, but not more than one time every 90 days (except due to hardware failure, in which case you may transfer sooner). If you transfer the software to another computer, that other computer becomes the "licensed computer." You may also transfer the software (together with the license) to a computer owned by someone else if a) you are the first licensed user of the software and b) the new user agrees to the terms of this agreement before the transfer. Any time you transfer the software to a new computer, you must remove the software from the prior computer and you may not retain any copies.

Note: OEM installations of Office 2013 are tied to the hardware it came on. The license can only be transferred to someone else if you give them the entire PC.

Office Home & Student 2013 ($139.99 USD) includes Word, Excel, PowerPoint and OneNote.
Office Home & Business 2013 ($219.99 USD) also includes Word, Excel, PowerPoint and OneNote as well as Outlook.
Office Professional 2013 ($399.99 USD) includes Word, Excel, PowerPoint and OneNote as well as Outlook, Publisher and Access.

Office 365 Home Premium

Office 365 is a subscription. The cost is $9.99/month or $99.99/year and includes Word, Excel, PowerPoint and OneNote as well as Outlook, Publisher and Access plus SkyDrive space and Skype minutes.

Office 365 Home Premium works across up to 5 devices (Windows tablets, PCs or Macs). You can also activate/deactivate it across devices. Along with Office 365, subscribers also receive an additional 20 GB online storage in SkyDrive (this in addition to the 7 GB included with each SkyDrive account) and 60 free Skype world minutes per month.

Office Web Apps

Free -- that's right. No software, no license, no fees. However, it is limited to Word, Excel, PowerPoint and OneNote and does not include all of the formatting available with the full program. To access, go to Office - Office.com, select "My Office" located next to the Home link, log on with your Microsoft Account and make your selection under the "Create New" heading. Simple.

Notes:

Applications are sold separately from Buy Microsoft Office and Microsoft Office 365 Online - Office.com and include Word, Excel, PowerPoint, OneNote, Outlook, Publisher and Access.
